This chapter demonstrates how systematic observation and evaluation of pupils' learning takes place in Developmental Education. Teachers use an instrument called HOREB (a Dutch acronym for "Action-oriented observation, registration and evaluation of Basic Development"). HOREB is a useful tool for the observation of pupils, but also for the teachers' assessment of their own actions as well as the identification of possible points for improvement. HOREB refers to the actions of both the teacher and the pupils. The role of the teacher is to observe during participation in activities what the pupils can do independently, and where they still need some help for proficient accomplishment. This chapter describes how HOREB is structured, how the different elements are connected, and how it can be used. We end the chapter with a focus on the implementation of HOREB. How can teacher trainers help teachers to apply this tool in their everyday practice?
